During the economic downturn, the message to business from Government, training organizations and trade unions is clear: maintain your investment in training. Continuing training at this time is proven to boost staff capability and maintain high levels of service, when customers are more demanding. It also ensures that business have a trained and motivated team in place that is well positioned to meet demand when the upturn comes.

Although software industry in China is still small, with her huge personnel resource, the demands from her fast growing economy, and government’s promotional policies, China will inevitably become the main provider of software outsourcing services as well as the main software consuming market in the world. Major problem sought against China is it scarcity of skilled workers to comprehend the growth of software industry. China's software employees have been suffering from rigid education at universities and lack of training at enterprises.

Backward education system resulted in students weak in programming capability, while enterprises employing them have been unwilling to provide relevant trainings. Meanwhile, China lacks special institutions to train managerial staff for software development. The result is software students can hardly find employers to accept them, while companies have difficulty in recruiting qualified programmers.

This entire factor gives impetus to establish training base in China.
